Software licenses and IT products for government buyers

Updated

Tualatin Federal Solutions sells commercial software licenses, renewals and subscriptions, and IT hardware, to federal, state and local government buyers. Each category below lists the product and service codes (PSC) buyers use, what we need from you to quote it, and a button that opens our quote form already set to that category.

Every quote includes the manufacturer part numbers, the term, the delivery date and the manufacturer's Accessibility Conformance Report for your Section 508 review, or a note that the manufacturer does not publish one.

Software licenses and renewals

Perpetual and term licenses for commercial off-the-shelf software, plus maintenance and support renewals.

  • Codes: PSC 7A20 (application development software, perpetual license) and 7A21 (business application software, perpetual license). Buyers often code software purchases under NAICS 513210, the code SBA says software buys that may need a nonmanufacturer waiver "should be classified under."
  • To quote it we need: the product name and edition, the manufacturer part number if you have it, the quantity, and for renewals the current contract or license number and the end date.
  • Co-termination: if you are adding seats mid-term, tell us the date your other licenses end and we will quote to that date.

Software as a service subscriptions

Subscriptions to commercial cloud software, quoted for the term you need.

  • Code: PSC DA10 (business application and application development software as a service).
  • Worth knowing before you set it aside: SBA treats subscriptions and hosted software as services, not products, and "will not grant waivers of the nonmanufacturer rule" for them (13 CFR 121.1203(g)(3)). Our guide to what a veteran-owned reseller can supply on a set-aside explains what that changes.
  • To quote it we need: the service and plan, the number of users, the start date and the term.

End-user hardware and peripherals

Desktops, laptops, monitors, docks and peripherals.

  • Code: PSC 7E20 (end-user products, including desktops, laptops and productivity tools).
  • On set-asides: SBA's class waiver list includes "Commercially available off-the-shelf laptop and tablet computers," so on set-asides where the nonmanufacturer rule applies, a small reseller can supply them without asking for an individual waiver.
  • To quote it we need: the model or the minimum specification, the quantity, the delivery address city and state, and any configuration or imaging requirement.

Servers, storage and networking

Servers, storage arrays and network equipment, with the operating system and virtualization licenses that go with them.

  • Codes: PSC 7B22 (servers), 7K20 (storage products), 7G21 (digital network products).
  • To quote it we need: the bill of materials or the specification, the quantity, any support term, and the delivery date.

Security products

Security hardware, perpetual security licenses and security subscriptions.

  • Codes: PSC 7J20 (security and compliance products) and DJ10 (security and compliance as a service).
  • To quote it we need: the product and edition, the number of users or devices, the term, and the renewal date if this replaces something you already run.

Brands

We quote the brand you specify. We list a manufacturer by name on this site only after we join that manufacturer's partner program, and then we use the program's own name for our status.

Products we do not supply

Section 889 of the 2019 defense authorization act bars agencies from buying covered telecommunications and video surveillance equipment or services from Huawei, ZTE, Hytera, Hikvision or Dahua, or their subsidiaries and affiliates (FAR 52.204-25). We do not quote those products, and we check hardware and camera lines against that list before we send a quote.

Questions buyers ask

Can you quote a brand-name product we have already chosen?

Yes. Send the product, edition and quantity, and the manufacturer part number if you have it. We quote the brand you specify and do not substitute without asking. If the buy is a set-aside where the nonmanufacturer rule applies, we tell you up front whether the product needs a waiver, so the requirement is right before it is posted.

Do you sell renewals as well as new licenses?

Yes. Send the current license or contract number, the end date and the quantity. If you are adding seats, tell us the date your other licenses end and we will quote to that date. For SEWP orders, note that SEWP says quotes from SEWP V holders are valid only through the end of SEWP V, which runs through January 31, 2027.

What is the difference between a license and a subscription for buying rules?

A perpetual license is a product (PSC 7A21 and similar). A subscription is a service (PSC DA10). SBA says it "will not grant waivers of the nonmanufacturer rule" for subscriptions and remotely hosted software, so on SDVOSB and VOSB set-asides a subscription is judged by the services limits instead. Ask us before you choose the set-aside.
